In plain language. CWOP pays community nonprofits to be "trusted messengers." The state hires organizations that immigrant and low-wage workers already trust, and those organizations go into the community to tell workers about their rights and workplace-safety protections — then help them act when something is wrong (wage theft, unsafe conditions, no paid sick leave, retaliation, on-the-job injuries). Is it real and active? Yes. It is in an active two-year cycle (5.0 ≈ Jul 2025–Jun 2026; 6.0 ≈ Jul 2026–Jun 2027), awarded in summer 2025 and running now. State or federal? STATE. It is run by the California Department of Industrial Relations (DIR) in partnership with the Labor & Workforce Development Agency (LWDA). DIR is the same state department that houses the enforcement offices workers get referred to: the Labor Commissioner's Office (DLSE) for wage theft, Cal/OSHA (DOSH) for safety, and the Division of Workers' Compensation (DWC) for injuries. Where it came from. CWOP started in 2020 as the COVID-19 Workplace Outreach Project, launched by LWDA to reach pandemic-affected workers about safety and paid sick leave. It partnered with about 62 community groups and, between Feb 2021 and May 2022, had two-way conversations with roughly 1.9 million workers (about 300% of the state's goal). Referrals to enforcement are the core "win." Key distinction: CWOP is outreach and education, not a means-tested benefit. A worker does not have to prove income or fill out an eligibility form to receive information or help. The RFA explicitly names limited-English households, immigrants / refugees, and Asian communities as target populations, and lists Cantonese and Mandarin among accepted outreach languages.
